It is the position of the Vermont Federation of Sportsmen's Clubs that the Silvio O. Conte NFWR (National Fish & Wildlife Refuge) should maintain outdoors sporting activities as a "priority public use" as established by the 1997 of the National Wildlife Refuge Improvement Act.  The Federation further holds that in order to best achieve the mission and policies of said Act, the Silvio O. Conte NFWR should adopt the State of Vermont laws and regulations, governing hunting, fishing and trapping.  The U.S. Forest Service already manages the Green Mountain National Forest by use of Vermont's laws and regulations and it would be sound public policy for the Silvio O. Conte NFWR to do the same, having uniform laws in Vermont.
